Palestinian organizations in Europe have warned of the dangers of talking about
holding a referendum that has limited scope and on a document whose items
include concessions on some principles and fundamental rights of the
Palestinians that they believe should be safeguarded from any steps such as
this.
In a statement signed by the organizations, the organizations regret how the
Palestinians throughout the world are being neglected and excluded, saying that
the Palestinians are a single, indivisible unit.
The organizations stated that the Palestinian arena is witnessing increasingly
worrying developments such as the continuation of the blockade imposed on the
Palestinian people, the ongoing Israeli violations and the internal fighting
taking place in Gaza City, and warned that this escalation may change matters
and create a state of tension.

Five factions reject referendum; Hamas warns against any 'leapfrogging' of the Palestinian legitimate government
Gaza-Ma'an-Five Palestinian factions have
announced their rejection of the referendum as they believe it to be
illegitimate and fear it will harm Palestinian legitimacy if it is
carried out.
The factions - Hamas, Islamic Jihad, the Arab Liberation
Front, the Popular Front for the Liberation of Palestine-General
Command (PFLP-GC), and the Public Liberation War Pioneers (PLWP) -
confirmed in a press conference held in Gaza on Wednesday evening
that they are calling for the continuation of the dialogue as the
only way to break through the crisis.
Khaled Batsh of Islamic Jihad said that they could not participate
in the dialogue in Ramallah for security reasons and they would like
the dialogue to be transferred to Gaza so that all the factions
would be able to participate in it.
Sami Abu Zuhri of Hamas said that holding a referendum would be
'leapfrogging' the legitimacy of the government gained through the
elections and warned that what is going on is an American plan. He
warned against any attempts to manoeuvre or bypass Hamas,
threatening that Hamas will not allow this. He stressed that no-one
is allowed to bypass the government in this way, whatever the price,
and he urged everybody to "read between the lines".

PFLP, DFLP and other factions urge Abbas to resume the national dialogue rather than call a referendum
Gaza-Ma'an-The Popular Front for the
Liberation of Palestine (PFLP) has called for a successful national dialogue
while confirming that holding a referendum does not contribute to achieving
this target.
This statement came during a meeting that the PFLP held in its central
headquarters in Gaza City in an attempt to push for the success of the
national dialogue and the continued inclusion of all of the political factions
including the Fatah Movement, the Hamas Movement, the Islamic Jihad Movement,
the PFLP and the DFLP (the Democratic Front for the Liberation of Palestine).
In order to make their point, the participants of this meeting carried out a
joint telephone call with Palestinian President Mahmoud Abbas in which they
informed him that they believe continuing the dialogue is essential and they
urged him to come to Gaza City in order to resume the dialogue with his
presidency.
The DFLP also announced that a delegation from the DFLP and the PFLP will
visit President Abbas on Thursday in the city of Ramallah to present their
viewpoint to him directly.

PM's political advisor: No problem for government to negotiate with Israelis
Khan Younis-Ma'an-The Palestinian prime
minister's political advisor, Dr. Ahmad Yousef, has announced
that he cannot see any embarrassment in the current government
carrying out negotiations with the Israelis if the higher national
interest requires that and if this is necessary to reach a peace
agreement in which the Israelis agree to the establishment of a
Palestinian state within the 1967 borders and the return of
refugees. The advisor also said that there is no problem in regard
to negotiations itself; the problem is related to the final vision
for ending the conflict. He said that what is important is the
results of the negotiations.
Yousef, who holds US citizenship, told the Jordanian daily "Al
Haqiqa" that the government has presented its vision for achieving
peace. He said this vision comprises a withdrawal to the 1967
borders, the return of refugees and Jerusalem as the capital. He
said that if Israel can agree to these points, "we will agree on a
truce for decades". He added that such a truce is almost like a
peace agreement but "it has conditions as we don't want to repeat
the mistakes of Oslo and give Israel legitimacy without taking
anything".
The advisor added: "When you decide to have a referendum that means
you are deciding on whether to adopt a new program, while the
government was elected for its program. You cannot judge this
program after two months of the government starting".
"According to how I see it, I see the referendum as illegal as there
is nothing mentioned about holding a referendum in the constitution,
and if it is to be carried out, it should be carried out after all
parties and factions have agreed upon it. And also the presidency
and the government should agree upon this," added Dr. Ahmad Yousef.
The advisor also considers Abbas' announcement about holding a
referendum as complicating the issue rather than solving it. He said
the timing was wrong as "everybody is trying to solve the problems
and the referendum is complicating everything".
In regards to Olmert's plans, Yousef believes that Israel wants to
gain time in order to complete its plans as he says that Israel
knows that the US will likely support its retreat but the right-wing
lobby in the US may weaken this support and therefore, this is the
last chance for Israel to confiscate as much land as possible and
annex it to the Israeli state.

Talking to journalists at the PLC headquarters in Ramallah, Dweik
added,
" This referendum is a form of blackmail of the Palestinian
people and an attempt to force them to recognise Israel. It says to
the Palestinian people, 'We want your opinion, but that opinion must
be in agreement with our opinion, or we will starve you to death.'

Palestinians who are participating in the democratic process,

Palestinians have been killed since the start of the American
occupation of Iraq in 2003.The Al-Ghad Jordanian newspaper has

Hvis den palestinske presidenten, Mahmoud Abbas, får det som han vil, blir Hamas presset til å anerkjenne staten Israel.
Abbas nekter å godta noen form for endring av avtaleforslaget om en tostatsløsning med Israel. Det betyr at hvis Hamas godtar forslaget, innebærer det implisitt en anerkjennelse av staten Israel.
Hamas har sverget til ødeleggelsen av Israel.
Forslaget fra Abbas krever opprettelsen av en palestinsk stat, side om side med den jødiske staten. Abbas ønsker å holde folkeavstemning allerede om rundt en måneds tid, noe som trolig kommer til å påkalle den Hamas-ledete regjeringens vrede. Likevel kan et ja i folkeavstemningen være en sårt tiltrengt livline for den palestinske regjeringen.
Abbas har satt en frist for Hamas til tirsdag med å godta forslaget, som på lang sikt kan hjelpe den omstridte regjeringen ut av sin politiske isolasjon. Så langt har imidlertid Hamas ikke vært villig til å godta forslaget i sin nåværende form, men har bedt om mer tid og foreslått endringer i ordlyden i forslaget.
Etter et forhandlingsfremstøt fra representanter for Abbas Fatah-bevegelse i helga, var det mandag kveld utstrakt enighet om at en enighet for fristen ved midnatt var realistisk.
– Hvis noen ønsker å endre dette dokumentet, kommer vi ikke til å oppnå noen resultater, sa Abbas til pressen etter et møte med EUs utenriksminister, Javier Solana.
Dersom Abbas får folkets støtte for forslaget, innebærer det i praksis at grunnlaget for sanksjonene mot palestinerne faller bort og at han kan gjenoppta forhandlingene med Israel. (ANB-AP)
